Mrs. Nataliya Katser-Buchkovska, Member of Ukrainian Parliament (2014-2019), currently holds a position of the Economy and Investments Expert at the Ukrainian Institute for the Future – the major Ukrainian Think Tank.
At the Institute Mrs. Katser-Buchkovska is researching geopolitics of gas, the LNG development and gas transit strategy for Ukraine, stressing the importance of geopolitical factor in Ukraine`s energy security and advocating for developing comprehensive energy diplomacy.
In Parliament, she led the Subcommittee on Sustainable Development, Strategy, and Investments of the Parliamentary Committee on Energy, focused on energy security and diplomacy, liberalization of energy markets, attraction of investments, and achieving sustainable development goals. She is co-author of key 20 energy laws. In particular, Mrs. Katser-Buchkovska was co-sponsor of laws “On the Natural Gas Market”, “On the National Commission that Exerts State Regulation in the Spheres of Energy and Utilities” and “On the Electricity Market”, and “On the Principles of State Policy in the Field of Energy Security”.
Prior to being elected in 2014, Mrs. Katser-Buchkovska served as a Managing Partner of the KCG Investment Consulting, developing investment solutions in the renewable energy sector. She has more than 15 years of professional experience in the area of corporate governance, investment, and energy law.
In addition, she often speaks on global international events such as Atlantic Council, Bloomberg New Energy Finance, CERA Week, WEF. The author of numerous analytical publications on energy security and diplomacy, peace-making process. Mrs. Katser-Buchkovska is often quoted by leading international media and think tanks such as American CNN, Voice of America, Atlantic Council, Bloomberg, BBC (UK), Financial Times, YLE (Finland), as well as ITN, World Economic Forum.
Mrs. Katser-Buchkovska had obtained a B.A. degree in Law at Ivan Franko National University of Lviv and a M.A. degree in Law and Economics at University College London. In 2018, she successfully completed the Emerging Leaders Program and National and International Security Course for Senior Executives within the Executive Education of the Harvard Kennedy School. She is a member of Aspen Community as well as Atlantic Council Millennium Fellowship winner.
